Noise Pollution

Can we not substantially reduce noise levels in Delhi by banning horns?

I do not imply that rhinos, sundry bovines and their ilk have to leave their horns outside Delhi Municipal limits. Visualize a line of cows and buffaloes chewing the cud patiently at  Badarpur border, shedding their horns, being frisked perfunctorily for concealed horns (of mass destruction) by another apathetic cud-chewing security guard, collecting a token and plodding in the centre lane of Mathura Road to do their job, viz., hinder traffic and accept leftovers from individuals out to save their souls by feeding गऊ माता. मोक्ष के लिए पुण्य कार्य .

I meant banning the high decibel ear-splitting cacophony generators - the automobile horn. Since the instigators of the din - anally retentive Delhi denizens cannot be banned, the instrument of torture should be replaced with klaxons. 

The public transport of yesterday - ताँगा, रिक्क्षा - sported these acoustically and aesthetically pleasing, convoluted, brass and rubber contraptions. 

Operating these involves substantial muscular effort - an in-built deterrent to overuse. Moreover, since these will be mounted outside, presumably on the right ORVM, the potential hornee (sic) will think twice before venturing to stick his  pudgy, hairy arm outside the air-conditioned comfort of his car.

Sheila Dixit are you listening, or you have acquired sinsorineural deafness due to the constant acoustic trauma assailing your tympanic membranes?
